Dr Feisul Idzwan Mustapha
Deputy Director (NCDs), Disease Control Division,
Ministry of Health Malaysia

Dr Feisul Mustapha is a public health physician best known for his leadership in the prevention and control of non-communicable diseases (NCDs) in Malaysia. His special areas of interest include diabetes, cardiovascular diseases, cancers and obesity. At the Ministry of Health Malaysia, he is the Deputy Director (NCDs) at the Disease Control Division, and his main roles include policy and program development, and strategic implementation of interventions for the prevention and control of NCDs. In addition, Dr Feisul has a special interest in leveraging on technology in catalysing behavioural modification to reduce the exposure to NCD risk factors.

He combines his high-level experiences in the government with the active engagement of civil society and multilateral institutions. He was a Member of the WHO Ad-hoc Working Group on Implementation, Monitoring and Accountability on the Commission on Ending Childhood Obesity, 2015-2017. He is a member of the Policy Advisory Group of the World Cancer Research Fund International (WCRF), 2017-2019, and is currently Chair of the Scientific Advisory Group for the Monash University South East Asia Community Observatory, 2019-2021. 

Dr Raymond Choy

Dr Raymond Choy Co-founded Doc2Us with his partner Jack in December 2014 and incorporated HeyDoc International Sdn Bhd in April 2015 in Kuala Lumpur Malaysia. The idea of Doc2Us was conceived after multiple triggering text messages sent by his family members, relatives and friends regarding their medical and health-related queries. As such, that got him thinking about the rest of the people who find reaching an accessing healthcare providers difficult and inconvenient. Hence, Dr Choy and the team started this project, Doc2Us hoping more people will be able to connect to healthcare providers at any time and from anywhere via mobile application. He believes strongly in empowering the healthcare providers and patients leveraging on the current healthcare system and connecting each and everyone in a more convenient and seamless approach. By doing so he envisions to improve health and wellbeing of all mankind, though it seems like a big dream he continues to move together with the team realising the big dream.

Dr Raymond Choy is a medical practitioner specialising in family medicine and aviation medicine. Dr Choy started his foray in the field of medicine at International Medical University (IMU), Malaysia in 2003 and he graduated from the University of Manchester, UK with a Bachelor of Medicine and Bachelor of Surgery. Upon graduation, Dr Choy received his medical training in John Radcliffe Hospitals, Oxford UK for 3 years plus and was given opportunity to pursue his career in Raffles Medical Group in Singapore in 2012. He was posted and requested to manage the 24 hour Changi International Airport cluster since then.    He is also the Physician Leader in his cluster. Being at the management level for the cluster he oversees the operation of all the cluster clinics.  Dr Choy also is required to meet up regularly with the other stakeholders from the airport community such as Ministry of Health (MOH), National Environment Agency (NEA), Port Health, Changi Airport Group (CAG), CAAS, and other Ground Handling Agencies (GHA) ensuring a smoother process and operation in terms of health and safety of airport community as well as aviation safety. He is also responsible for implementing and reinforcing airport health and safety policies such as Automated External Defibrillator (AED), Infectious diseases outbreak protocol, Emergency response protocol at the airport and its radius and travel vaccination guidelines and so on as outlined by the team.

Dr Hoh graduated with Bachelor of Medicine (BM) from Southampton Medical School, UK in 1988 winning 2 prizes at the medical school namely, the Tenovus Oncology Prize and Sutton Prize for Surgery. He was elected Fellow of the Royal College of Ophthalmologists, London (FRCOphth) in 1992 and subsequently Fellow of the Royal College of Surgeons, Edinburgh (FRCS). He obtained a Doctorate degree in Medicine (DMed) at Bristol University with a doctorate thesis entitled ‘Biochemistry of Keratoconus’ in 1999.

His training in Ophthalmology began at Moorfields Eye Hospital, London and later at Bristol Eye Hospital (1991 to 1997) where he was appointed Clinical Lecturer in Ophthalmology at the latter institution for 2 years prior to his return to Malaysia in 1997 as Associate Professor in Ophthalmology at University Malaya. During his tenure at University Malaya, he was also elected as the President of the Ophthalmological Society of the Malaysian Medical Association for 2 terms (1999-2001) and served as a visiting lecturer to the National University of Singapore.

He has over 50 international research publications in various international journals such as Ophthalmology, Journal of Cataract & Refractive Surgery and British Journal of Ophthalmology. He also wrote a general ophthalmology textbook ‘Clinical Cases in Ophthalmology’ (published by Butterworth-Heinemann, 1995).

He has won several Awards in Ophthalmology Research & Surgery

  1. Fould’s Trophy (for best paper presentation as co-author in 1993 at the Royal College of Ophthalmologists, London)
  2. Alcon Ophthalmic Video Prize (for best surgical teaching video in 1994)
  3. Bowman’s Cup (for best scientific research in 1995 at the Oxford Congress, UK)
  4. Poster Prize (for best scientific research in 1995 at the Royal College of Medicine, London registrar’s meeting)
  5. Ethicon Travelling Scholarship (presented by the Royal College of Ophthalmologists, London in 1997)

Since October 2015, he has been involved as Chief Medical Officer of TELEME healthcare mobile app which was designed to give patients online access to all types of doctors, healthcare practitioners, pharmacies, lab test centres, clinics and hospitals in each country.
